1812年から1815年まで、イギリスとアメリカ合衆国のあいだで米英戦争が起こります。
イギリス軍は首都ワシントンを攻め落とし、ボルティモアにあるマクヘンリー砦を取り囲みます。アメリカの弁護士フランシス・スコット・キーは、捕虜を解放してもらうように交渉するため、イギリスの軍艦に乗っていました。
イギリス軍がマクヘンリー砦を攻撃するあいだ、キーは英国軍艦に拘束されていました。夜通し撃ちこまれる、イギリス軍の激しい砲撃。
やがて、夜明けとなります。
キーの目に映ったのは、15個の星と15本の縞（しま）模様からなる「星条旗」の姿でした。星条旗は、マクヘンリー砦の上に雄々しくそびえ立っていたのです。
砦は死守され、米英戦争は停戦となります。キーは風になびく旗（はた）に感銘を受け、星条旗を讃える詩を書きます。
この詩が、当時の流行歌「天国のアナクレオンへ」のメロディに合わせて歌われるようになります。やがて、フーヴァー大統領時代の1931年3月、アメリカ合衆国の国歌として採用されたのです。
